The basis of Wiccan and Wiccan practises are outlined in the 'Wiccan Rede', and is the overiding principle that sits alongside the 13 Principles of Belief. The version used most commonly today is shown below, although a longer more concise version is shown here. This outlines the creed by which all wiccans should live but is saying the same as we read today.
